EEF calls on Downing Street to scrap 'complex' energy tax system

EEF, one of Britain’s leading employers’ groups, has urged the government to scrap the carbon price floor and other green taxes, following on from a series of ministerial moves to slash subsidies on wind and solar schemes.

The demand for more cuts comes as a high profile green crowdfunding scheme, the Trillion Fund, said it would no longer be loaning money to renewable energy projects because the government had “rocked investor confidence”.

EEF said ministers should move away from green taxes that penalise businesses, such as the carbon price floor and the carbon reduction commitment, and instead use tax incentives to reduce CO2. http://www.theguardian.com/environment/2015/sep/14/eef-calls-on-downing-street-to-scrap-complex-energy-tax-system

Trillanes asks DOJ to scrap Binay libel

Trillanes asks DOJ to scrap Binay libel suitCiting parliamentary immunity and public welfare, Senator Antonio Trillanes IV asked the Department of Justice (DOJ) on Thursday to dismiss the libel case filed against him by suspended Makati Mayor Jejomar Erwin “Junjun” Binay on allegations that he spent P50-million to bribe two Court of Appeals (CA) justices to secure a stay order on his first preventive suspension over the allegedly anomalous construction of the Makati City Hall Building II.

In his 44-page counter-affidavit with motion to dismiss, Trillanes said he disclosed the information about the alleged bribery in his capacity as a senator and as author of Senate Resolution No. 826 which seeks probe on the alleged P1,601-billion overpricing of the Makati City Hall II Parking Building and other related anomalies.

“There can be no doubt that whatsoever that he did so in the performance of his official duties and functions as a member of the legislature,” Trillanes’ counter-affidavit stated citing Article VI, Section 11 of the 1987 Constitution.

HMS Edinburgh sets sail for scrap in Turkey

A HISTORIC Navy destroyer yesterday left Britain for the last time to be sold for scrap in Turkey after a campaign to turn it into tourist attraction in Edinburgh ended in failure.

It had been hoped that HMS Edinburgh, the last of the Royal Navy’s Type 42 destroyers, would find a new home in Leith.

But after proposed costs for the venture were deemed too high, the ship – the largest in its class – was sold to a Turkish scrap merchant, a fate which befell her sister ships, HMS Manchester and HMS Liverpool.

Maritime enthusiasts and members of the Navy gathered yesterday afternoon to bid the 463ft vessel a final farewell as it set sail from Portsmouth.

Known as the ‘Fortress of the Sea’, the ship – built in 1980 by the Cammell Laird yard at Birkenhead, Merseyside – was deployed to the Gulf in 2003 during the Iraq war, escorting helicopter carrier HMS Ocean and supporting Royal Marines ashore. She underwent a £17.5million refit in 2010 but was decommissioned three years later.  http://www.scotsman.com/news/scotland/top-stories/hms-edinburgh-sets-sail-for-scrap-in-turkey-1-3857179

49ers TC10: Kaepernick connects with Vernon Davis; first scrap of training camp

Colin Kaepernick had perhaps his best practice of training camp, one that included a big, seam-route throw to tight end Vernon Davis.

That was once a staple of the 49ers offense, both when Alex Smith was under center and when Kaepernick took over as starter. But it disappeared for virtually all of last season. Davis' longest play of the year? A 29-yard touchdown in Week 1. He didn't have any touchdowns from that point on.

On Wednesday, however, the 49ers were working just outside of the red zone when Davis took off. Tramaine Brock, working as the nickel cornerback, picked him up and Kaepernick lofted a pass that hit the tight end five yards before the end line. Davis spiked the ball at Brock's feet afterward for emphasis. Craig Dahl also was back in coverage on the play.

**********************

Overall, Kaepernick went 11-14 in 11-on-11 or team drills. Another end-zone throw -- this one to running back Carlos Hyde -- was more precarious, but had similar results.

Kaepernick bought extra time to throw on a broken play and saw Hyde come free in the end zone. He threw a dart to the tailback that initially deflected straight into the air but was brought down by Hyde for a touchdown.

**********************

Why is Anquan Boldin Kaepernick's favorite target. An early-practice throw underscored the answer. Kaepernick was throwing a short-range pass to Boldin when Brock, adept at jumping routes, tried to get in front of the pass. Boldin, who is one of the strongest receivers in the league, essentially screened off the cornerback and instead of an interception, Brock only deflected the ball in the air. Boldin then outmuscled Brock for the reception.

Jeremy Corbyn announces £10bn plan to scrap university tuition fees

Jeremy Corbyn has set out a £10bn plan to scrap all tuition fees and restore student maintenance grants in his first major policy announcement.

Corbyn said the plan could be funded either by a 7% rise in national insurance for those earning over £50,000 a year and a 2.5% higher corporation tax, or by slowing the pace at which the deficit is reduced.

Corbyn said: “I want to apologise on behalf of the Labour party to the last generation of students for the imposition of fees, top-up fees and the replacement of grants with loans by previous Labour governments. I opposed those changes at the time – as did many others – and now we have an opportunity to change course.”

The move is also designed to strengthen the already strong support his campaign is gaining among younger Labour members.

Corbyn aides said the cost of abolishing tuition fees would be £7.1bn and the cost of restoring maintenance grants would be £3bn.

It is the first detailed new policy Corbyn has set out since he entered the contest.

His populist stance came as Labour high command was close to hitting the panic button at suggestions that private polls were showing Corbyn could win the leadership contest in September.

In an increasingly frenetic contest, the Corbyn camp suspected the leak of the polls was the product of a dirty tricks operation designed to frighten the party membership into waking up to the threat posed by his campaign.

The Andy Burnham team insisted the polls either did not exist or were unreliable, saying its own returns showed Burnham was well ahead.

The campaign spokesman for the centrist Liz Kendall took the polling more seriously, saying the figures suggested Labour party members realised that carrying on with a continuity leader would result in another defeat – but the question was what kind of change Labour would embrace.

Corbyn’s apparent progress came as Yvette Cooper, the shadow home secretary, and currently third-placed in nominations, declared the party should vote against the welfare reform bill next week. Her stance puts her at odds with the interim leader, Harriet Harman. See more http://www.theguardian.com

Posco may scrap planned $12-billion steel project

South Korean steelmaker Posco could scrap plans for a $12-billion project it had agreed to set up in Odisha a decade ago, following a new law that makes it costlier to source iron ore for the plant, a company spokesman said.

The 2005 project to set up a steel plant was billed as India's biggest foreign direct investment at that time but it has encountered a series of delays. The company waited about a decade to acquire land for the proposed 12-million-tonnes-a-year steel plant, owing to opposition from local tribal groups.

Due to a mining law enacted in March, the company will now also have to buy a mining licence in an auction. Initially, the Odisha government had promised to help the company secure the licence for free.

The new law could raise costs for the company at a time when a global steel glut is depressing prices. "We will have to see how our costs will be, whether it will be viable," said Posco's India spokesman, I G Lee. "We will take a final call only after the auction details are out."

Asked whether the company could skip the auction and withdraw from the Odisha project, Lee said: "Yes."

Through the past two years, Posco and ArcelorMittal, the world's largest steelmaker, have scrapped a number of other projects in India, citing difficulties in acquiring land and mines. Another withdrawal by Posco could dent Prime Minister Narendra Modi's 'Make in India' manufacturing push.

Odisha mines minister, Prafulla Kumar Mallik, said his government remained keen to help Posco but had not heard from the company. "We had requested the central government for a concession for Posco but the Centre wanted to go for an auction," he said. "Now, it is for Posco to decide if they want to participate in the auction."

Narendra Singh Tomar, Union steel and mines minister, has repeatedly ruled out making an exception for Posco.

Since the mining law was announced in March, Posco has cut a number of jobs in Odisha, given up real estate and not rebuilt temporary site offices that were burned down by people protesting against land acquisition by the company. See more http://www.business-standard.com
