स्‍वच्‍छ भारत प्रगति के बारे में भ्रामक रिपोर्टें

पेयजल तथा स्‍वच्‍छता मंत्रालय के ध्‍यान में टीएजी (किशोरी) रिपोर्ट 2018 शीर्षक वाले सर्वेक्षण का हवाला देते हुए कुछ मीडिया रिपोर्ट आई हैं। स्‍वच्‍छ भारत मिशन के संबंध में दावा करने वाली ये रिपोर्टें पूरी तरह भ्रामक हैं। सर्वेक्षण में दावा किया गया है कि देश में 40 प्रतिशत किशोरियां अभी भी खुले में शौच के लिए जाती हैं।

 लेकिन मीडिया की इन रिपोर्टों में इस तथ्‍य को नहीं बताया गया है कि फील्‍ड सर्वेक्षण 2016-17 में किये गये। इससे तथ्‍यात्‍मक रूप से गलत और भ्रामक निष्‍कर्ष पर पहुंचा गया है कि यह सर्वेक्षण हाल में किया गया है और सर्वेक्षण के निष्‍कर्ष जमीनी स्‍तर पर वर्तमान स्‍वच्‍छता स्थिति को दर्शाते हैं। 2016-17 के डाटा का उपयोग करते हुए स्‍वच्‍छ भारत मिशन की सफलता पर सवाल उठाने वाली रिपोर्टें देश की जनता के प्रयासों और उपलब्धियों की अनदेखी करती है।

इस गलती ने ग्रामीण स्‍वच्‍छता के संदर्भ में गंभीर दिशा ले ली है। स्‍वच्‍छ भारत मिशन के अंतर्गत ग्रामीण स्‍वच्‍छता में अप्रत्‍याशित वृद्धि हुई है। तथ्‍य यह है कि रिपोर्ट में फील्‍ड सर्वेक्षण की अवधि जैसे मूल विवरण को स्‍पष्‍ट रूप से नहीं बताया गया है। यह रिपोर्ट आज के संदर्भ में स्‍वच्‍छता की प्रगति के बारे में भ्रम पैदा करने वाली हो गई है।

      स्‍वच्‍छ भारत मिशन के अंतर्गत ग्रामीण स्‍वच्‍छता कवरेज परिणामस्‍वरूप अक्‍टूबर, 2014 के 39 प्रतिशत से बढ़कर आज 95 प्रतिशत हो गया है। स्‍वच्‍छ भारत मिशन के अंतर्गत तेज प्रगति का अर्थ यह है कि अध्‍ययनों और सर्वेक्षणों में उपयोग किया गया डाटा कुछ ही महीनों के अंदर पुराने पड़ सकते हैं। फील्‍ड सर्वेक्षण के मध्‍य में यानी जनवरी 2017 में ग्रामीण भारत में स्‍वच्‍छता कवरेज 60 प्रतिशत से नीचे था, जोकि उस अवधि के लिए किये गये सर्वेक्षण के तथ्‍यों के अनुरूप है। इस तथ्‍य को रिपोर्ट में प्रमुखता नहीं दी गई है। इसलिए पेयजल और स्‍वच्‍छता मंत्रालय इस तथ्‍य को स्‍पष्‍ट करता है कि स्‍वच्‍छ भारत मिशन तेज प्रगति के साथ एक अत्‍यन्‍त गतिशील कार्यक्रम है। शोधकर्ताओं और लेखकों को सलाह दी जाती है कि वे पुराने डाटा के आधार पर कार्यक्रम की सफलता के बारे में कोई निर्णय देने से पहले पूरी सावधानी बरतें। उन्‍हें यह भी सलाह दी जाती है कि वे स्‍पष्‍ट रूप से फील्‍ड सर्वेक्षण की अवधि बतायें, अवधि तथा किसी अध्‍ययन के सांख्यिकीय महत्‍व को बतायें ताकि उनके पाठकों में किसी तरह का भ्रम पैदा नहीं हो। संदेह की स्थिति में पाठक नवीनतम तथ्‍यों तथा प्रगति आंकड़ों के लिए मंत्रालयों से सम्‍पर्क कर सकते हैं। विभिन्‍न मीडिया को भी इसी तरह का परामर्श दिया जा रहा है।

      ग्रामीण भारत के घरों में 8.7 करोड़ से अधिक शौचालय बने हैं और 5 लाख से अधिक गांवों, 530 जिलों तथा 25 राज्‍यों/केन्‍द्र शासित प्रदेशों को अक्‍टूबर, 2018 में खुले में शौच से मुक्‍त घोषित किया गया है।

सांस्कृतिक, वैचारिक और आध्यात्मिक धरोहर के संरक्षण और संवर्धन के लिए प्राचीन ग्रन्थों का सतत अध्ययन और अनुशीलन आवश्यक: उपराष्ट्रपति

राम विट्ठल शिक्षण सेवा समिति द्वारा स्थापित शोध संस्थान का उद्घाटन करते हुए उपराष्ट्रपति श्री एम. वेंकैया नायडू ने प्राचीन दार्शनिक वैचारिक और साहित्यिक विरासत के संरक्षण और संवर्धन की आवश्यकता पर बल देते हुए कहा कि इस कार्य के लिए आधुनिक डिजिटल तकनीक का उपयोग किया जाना चाहिए तथा इस ज्ञान भण्डार को शोध कर्ताओं को उपलब्ध कराया जाना चाहिए। उन्होंने कहा कि हमारे प्राचीन दर्शन ग्रन्थों, वेद, वेदांग में निहित ज्ञान का आधुनिक समाज की अपेक्षाओं और आवश्यकताओं के परिपेक्ष्य में शोध किया जाना चाहिए।
इस संदर्भ मैं उपराष्ट्रपति ने आयुर्वेद, राजनीति और अर्थशास्त्र, नैतिकता और दर्शन आदि विषयों पर भारतीय ग्रंथों में उपलब्ध ज्ञान पर विशेष शोध की आवश्यकता पर जोर दिया। पूर्व प्रधानमंत्री  अटल बिहारी वाजपई द्वारा प्रारंभ किए गए राष्ट्रीय पांडुलिपि मिशन का उल्लेख करते हए उपराष्ट्रपति ने आशा व्यक्त की कि  नया शोध संस्थान भी इस मिशन से जुड़ कर प्राचीन पांडुलिपियों का संकलन और संरक्षण करेगा।
उद्घाटन के अवसर पर गृह मंत्री श्री राजनाथ सिंह तथा पेयजल एवं स्वच्छता मंत्री सुश्री उमाभारती भी उपस्थित थीं।

“हमारी प्राचीन ज्ञान संपदा के संरक्षण और संवर्धन के लिये स्थापित किये जा रहे इस शोध संस्थान के उद्घाटन के शुभ अवसर पर आपके स्नेहिल आमंत्रण के लिये आप सभी का हृदय से आभारी हूँ।
मित्रों,
गतवर्ष देश के उपराष्ट्रपति के रूप में पदभार ग्रहण करने के बाद से, मेरा अनवरत प्रयास रहा है कि मैं शिक्षण संस्थाओं, सांस्कृतिक और वैज्ञानिक शोध संस्थानों में जाकर वहाँ मेधावी युवाओं, उद्यमियों, वैज्ञानिकों, शोधकर्त्ताओं से मिलूँ, उनके साथ अनुभव और आशा-आकांक्षा साझा करूँ। ये अनुभव मेरे  लिये अमूल्य रहे हैं। इनमें से प्रत्येक यात्रा एक तीर्थयात्रा के समान रही है। राष्ट्र के भविष्य के प्रति युवाओं की जीवंत आशा और हमारी गौरवशाली संस्कृति में उनकी अटूट आस्था ने मुझे प्रेरित किया है। आज  इस अवसर पर पुन: मुझे, हमारी समृद्ध संस्कृति, ज्ञान परंपरा और युवा अपेक्षाओं की इस जीवनदायनी त्रिवेणी के दर्शन हो रहे हैं।
मित्रों,
मुझे राम विट्‌ठल शिक्षण सेवा समिति द्वारा शिक्षा और संस्कृति के संरक्षण और संवर्धन के लिये किये जा रहे प्रयासों की जानकारी मिली है।
आपने भारतीय दर्शन पर ग्रंथों की मूल पांडुलिपियों को संरक्षित करने का अभिनंदनीय प्रयास किया है।
इसके अतिरिक्त भारतीय दर्शन और ज्ञान परंपरा पर संस्कृत, कन्नड, हिंदी और अंग्रेंजी भाषाओं में आधिकारिक कोष तैयार किये हैं। संस्था ने भारतीय दर्शन, राजनीति और अर्थशास्त्र पर विद्वानों द्वारा कई व्याख्यान आयोजित किये हैं और कई शोधपरक प्रकाशन भी निकाले हैं।
आपके प्रयास हमारे प्राचीन ज्ञान के संरक्षण और संवर्धन में सार्थक हों और भावी शोधार्थियों के लिये सहायक हों। मेरी शुभकामना है।
शोध संस्थान में अपने पारंपरिक ज्ञान को संरक्षित करने के लिये आधुनिक तकनीक का प्रयोग किया जायेगा। प्रस्तावित शोध संस्थान वेद, वेदांग, दर्शन तथा अन्य प्राचीन ग्रंथों की मूल पांडुलिपियों को Digitise करेगा और उन्हें अन्य शोध संस्थानों को भी उपलब्ध करायेगा।
मुझे स्मरण है कि अटल जी ने भी पांडुलिपियों के Digitisation के लिये  National Manuscript Mission प्रारंभ किया था। अगर संभव हो तो आप इस Mission का लाभ उठायें।
प्राचीन ज्ञान का संरक्षण और नये ज्ञान और तकनीकी के प्रति आग्रह ही किसी समाज को जीवंत बनाता है और उसकी ज्ञान परंपरा को प्रासंगिक बनाये रखता है।

US domestic Raw Steel production increases 8.5 percent

NEW YORK (Scrap Register): United States domestic raw steel production was 1,856,000 net tons in the week ended on September 29, 2018, while the capability utilization rate was 79.2 percent,  according to the latest data released by the American Iron and Steel Institute (AISI).

Production was 1,711,000 net tons in the week ended September 29, 2017 while the capability utilization then was 73.4 percent. The current week production represents a 8.5 percent increase from the same period in the previous year.

Production for the week ended September 29, 2018 is down 0.4 percent from the previous week ended September 22, 2018 when production was 1,863,000 net tons and the rate of capability utilization was 79.5 percent.

Adjusted year-to-date production through September 29, 2018 was 70,469,000 net tons, at a capability utilization rate of 77.5 percent.

That is up 4.5 percent from the 67,425,000 net tons during the same period last year, when the capability utilization rate was 74.4 percent.

Revival in Steel demand helps ship-breaker's earn profit

MUMBAI (Scrap Register): A major portion of a ship breaker’s revenue comes from the sale of ferrous or mild steel (MS) scrap, the increasing steel demand and increasing supply of shipping vessels for scrapping together with the recovery in international and domestic steel prices (from its FY2016 lows), would improve the ship-breaking industry’s demand and profitability.

India, Bangladesh, Pakistan, China and Turkey are countries where majority of the ship-breaking activity has been happening since 1993 and are likely to make reasonable profit.

The South Asian ship-breaking yards hold advantages of having favourable geography and weather, cheap manpower and less stringent regulation making it preferred destination for ship-breaking activities. In CY2016 and CY2017, while India scrapped the highest number of ships, Bangladesh fared better in terms of gross tonnage (GT).

The ship-breaking industry in India, Pakistan and Bangladesh is likely to capitalise on the overcapacity woes of the shipping companies and benefit further from the Chinese Government’s decision to stop the import of end-of-life ships for scrapping.

Scrap Lodging Venture, Spare Kesarval Spring

PANAJI: Save Kesarval SpringMovement (SKSM) involving villagers of Quelossim, Cortalimand Sancoale on Saturday requested that the administration should scrap the proposed three-star inn venture close Kesarval spring which is probably going to contaminate the spring.

Addressing mediapersons, SKSM part Lopinho Xavier said that villagers examined the revival of Kesarval spring at the gram sabha and Cortalim MLA Alina Saldanha had said that it would be troublesome for the panchayat to restore the spring.

Xavier stated, "Saldanha told the gram sabha that the spring would be revived through the Goa Tourism Development Corporation to which the gram sabha concurred," said Xavier.

"In January, an individual from a gram sabha got some information about the choice taken at the gramsabha about restoration of the spring to which the sarpanch said that an inn is coming up and it is simultaneously, yet there is no official affirmation," he included. On May 10, 2018, Xavier said that GTDC skimmed an e-delicate welcoming application for development of a three-star lodging with more than 35 rooms close to the spring under a construct, work and exchange mode. Amid the gram sabha, the villagers talked about the upsides and downsides of the task and chose to restrict it.

"The restoration work can go on, yet scrap the inn venture," SKSM individuals stated, requesting that the spring revival undertaking ought to be dropped and the work ought to be given to the panchayat.

SKSM part John de Sa said that GTDC director Nilesh Cabral revealed to them that once the inn begins working, cards would be issued to the villagers to go to the spring. De Sa said that the spring has a place with the villagers and Goa and no one should stop access to the spring.
